Chemical Manufacturer Print E-mail

A chemical manufacturer means any natural or legal person who manufactures a substance and manufacturing means production or extraction of substances in the natural state.

A substance means a chemical element and its compounds in the natural state or obtained by any manufacturing process, including any additive necessary to preserve its stability and any impurity deriving from the process used, but excluding any solvent which may be separated without affecting the stability of the substance or changing its composition.

Chemical manufacturers will be affected if they sell to downstream users who export to the European Union unless their product is:
  • A polymer
  • Excluded by other EU regulations such as the Biocide Directive
  • Exported at a level of less than 1 tonne per year
  • Has previously been notified under the New Substances Directive.
Typically chemical manufacturers will produce of pigments, solvents, plasticizers, chemical additives and certain resins.
